Calhoun County is a vibrant thriving and growing
home for more than 100,000 people with a variety
of cities and distinct communities. The Sheriff
works throughout the county to carry out the
functions and duties of the Office of Sheriff -
general law enforcement services such as patrol
and investigation of crimes. We secure the
courthouse and carry out the orders of the various
courts including evictions, executions and property
sales, serving civil process, mental heath hearings
and transport and the operation of the county jail.
We face critical challenges. Our jail population has grown from 180 per day in 1994 to 450 today
with only 32 full time Corrections Officers and approximately 15 part time officers. Alabama
prisons are full and no new ones are being built. All of our analysis shows jail populations will
continue to grow for the foreseeable future fueled by drug activity. This past year we were
housing more than 30 people at one time awaiting trial for murder.
Our population in rural Calhoun County continues to grow. Our best estimate shows 50,000
citizens receiving direct law enforcement services from the Sheriff’s Office. Our deputies are on
the front lines to give you professional law enforcement services.
We accepted the challenge to protect our schools by placing seven deputies in county schools.
Our courthouse is secured by deputies.
Working with local citizens serving as Reserve Deputies we get the benefit of hundreds of hours of
volunteer labor each year to support our patrol operations and community programs such as the
weekend Mall Walk.
We have an Emergency Services Team to respond to barricaded suspects or high risk situations.
I believe that working in partnership with other people and agencies is the most effective use of our
resources. We have a number of high priority partnerships that enhance our services:
Deputies assigned to county schools as School Resource Officers are possible because an ongoing
partnership with the County Board of Education and they support it financially.
Our specially trained Mental Health Deputy came from a partnership with our Probate Judge and
Mental Health Center. By working together, lives are being protected and families restored.
The Family Links Program has positively impacted thousands of young people and their families
since 2000. We support their operations and I have served as Chairman of the Board since it’s
inception. A Task Force of more than 50 community leaders worked six months to create a master
plan for helping at-risk youth.
We partnered with the County Commission to send inmates to work at the County Animal Shelter
as well as other projects such as parks and county road repairs.
The County Drug Rehabilitation Facility was created with the support of all County Judges,
Commissioners, and the District Attorney. Already, hundreds of people have attended and
completed drug rehabilitation classes there. We work through the Community Corrections Board to
deliver this service.
Calhoun County’s Most Wanted has led to the arrest of more than 1500 wanted criminals and in
partnership with the County Crime Stoppers program we solve cases and arrest wanted criminals.
Working with the District Attorney and other law enforcement agencies, the Cold Case Squad has
obtained more than 13 indictments on unsolved murders. I supply two part time deputies to work
with them.
The Calhoun-Cleburne Children’s Center investigates more than 400 cases of sexual and physical
abuse of children every year. We work with them and provide a polygraph examiner to help solve
cases. I have served as President of the Board for three different years.
The Calhoun Baptist Association supported by area churches has placed a full time Chaplin in our
Jail to minister to inmates.
We send deputies to work with the Drug Task Force.
We started a jail garden to put inmates to work and defray the cost of food in the county jail. We
partner with the City of Anniston to use City property.
To my knowledge, I am the only Sheriff in the country that has completed the requirements of the
American Jail Association to become a Certified Jail Manager. Three of our staff are also certified,
more than any county in Alabama.
Our jail staff implemented the first NSA approved jail standards audit system in Alabama. I serve
on the committee that is working to install those standards in all Alabama Jails.
We work in partnership with the Daybreak Rape Crisis Center to fund a highly trained investigator
to work sexual assaults.
Participated in the creation of National Protocols for Sudden Unexplained Infant Death
Investigations through the Centers for Disease Control and worked with staff from Senator Frank
Lautenberg and Congressman Frank Pallone, Jr. to craft legislation on this important issue. The
Stillbirth and SUID Prevention, Education and Awareness Act of 2009 is before Congress now.
The Calhoun County Sheriff’s Office is a highly professional law enforcement agency. We are
always striving to improve services to citizens in the most cost effective manner. We work to
stretch every budget dollar to deliver the most law enforcement protection with that dollar.
